The terms and conditions for deputation in NHMP are as under:

1. These officers shall be taken in NHMP on deputation basis in their substantive scale/post as they hold in their parent department.
2. The deputation period will be initially for three (03) years and it will be further extended maximum for 02 years only on the recommendation of supervisory officer subject to willingness, receipt of satisfactory performance, conduct & discipline reports and receipt of NOC from parent department.
3. The police officer of other Police Setups shall be taken in NHMP only on deputation basis, on standard terms & conditions and liable to be repatriated to his parent department upon completion of deputation period or premature, as relevant, keeping in view his performance, conduct and discipline during deputation period in NHMP.
4. The officer on deputation shall not have any right of induction in NHMP during deputation period and he shall be liable to be repatriated to his parent department on completion of deputation period, or on premature basis on the basis of conduct, discipline and performance, whichever is relevant and earlier.
5. During period of deputation in NHMP, annual performance reports of the officer on deputation will be obtained from his concerned supervisory officer. On the basis of these reports, the fate of deputationist officer whether continue serving in NHMP on deputation or otherwise, shall be decided.
6. The seniority of officer on deputation shall be maintained in his parent department and this deputation shall not intervene/ support/ entitle the deputationist officers to any claim of seniority in the parent department.
7. In case, any officer on deputation put extra departmental / extraneous pressure for induction/ permanent absorption in NHMP or for any other undue favour, he shall immediately be repatriated to his parent department and if required, necessary disciplinary action as per rules shall also be initiated.
8. In case, the officer on deputation is repatriated on disciplinary grounds, necessary recommendation of supervisory officer and detailed charge sheet alongwith repatriation order shall be communicated to concerned parent department for initiation of disciplinary proceedings as per rules.
9. The officer on deputation can also be repatriated to his parent department on pre-mature basis if the post against which he is being taken on deputation basis is filled through direct recruitment and deputationist officer will submit an undertaking in this regard at
   the time of suitability checking.
10. Upon repatriation to parent department due to any reason, the officer on deputation shall immediately be relieved from concerned Zonal Office under intimation to concerned
    Sector/Beat for formal relieving.
11. Upon repatriation, complete and updated service record of the concerned officer shall be sent to his parent department by the concerned zone under intimation to all concerned, within 07 days after his relieving.
12. LPC of the officer, upon repatriation, shall be issued after clearance from all Sections including R&W Fund. The concerned Zonal Accounts Branch shall retain the clearance reports of all sections at the time of issuance of LPC.
13. The terms of deputation shall be in accordance with the establishment Division rules on the subject, as in vogue or amended from time to time.
14. The officer on deputation can be repatriated to his parent department on completion of deputation period or on pre-mature basis, whatever earlier in his substantive rank and relevant pay & allowances until or otherwise promoted in his parent department.
15. In case, any officer is promoted in parent department, he shall be repatriated to parent department to actualize promotion.

It is therefore, requested that necessary departmental NOC in respect of above mentioned officers of Balochistan Police for deputation in NHMP in the ranks as mentioned against each for initial period of 03 years may be sent to this office, so that selection order for deputation in NHMP, may be issued.
